Yea,that's the point;Wherever more or less is used before at least,it's between 2 commas or there's one after it.
Most of the time,when more or less is between two commas,it means approximately.Depending on where u use it,the meaning changes.
I didn't exactly know what u mean;Since there was no commas & I thought more or less means sth else.(Mostly/very nearly)
So,u should put more or less between two commas.
And It's a really nice sentence,It makes sense now,and I encourage ur tendency to use multiple adverbs.

p.s. Using this combination, "more or less, at least", isn't very uncommon, try googling it(with quotes ,of course), you can find sentences like the one below:
